Extending Upstream Pipe Before Catalytic Converter is Legal?

Can I remove the upstream pipe (before the catalytic converter) so that I can add a longer pipe, and still pass the smog check? I will be welding the pipe extension to the CAT inlet. I just need to know if I will pass the visual part of the smog check in California? Thanks.
Answer:

California does not allow any modification to a vehicle's exhaust, upstream of the catalytic converter. Muffler replacements are allowed, no problem, but messing with an exhaust pipe before the CAT, and obviously the CAT itself, is not allowed. A smog check technician will be required to inspect and fail the vehicle.
