Does a 1976 Chevy K5 Blazer 4x4 Need a CAT and Smog Pump?

Hello. I'd like to know if my 1976 Chevy K5 Blazer 4x4 (with 400ci engine) need a catalytic converter or smog pump to pass the California emissions test?
