Turbo Charger to 2003 Ford Focus ZX5 that is Smog Legal

I want add a turbo to my engine, Borg Warner KX3 like on the 2017 Focus ST. I would design an exhaust manifold on 3D CAD to include the EGR output to insert inert gases into the cylinder to keep the combustion temp below 2500F so the 2 molecules won't combine to form smog. Use a new Catalytic converter and exhaust sytem. Sort of like an Eco Boost system for perhaps 40 more HP.

This should produce a cleaner running engine. My friends say no way, you can't do that, it's illegal.

Q: Are there areas in the smog laws that allow a guy working in his garage to research, design and build a cleaner system and road test it, for possible approval or exemption as a after market kit?

Answer:

In essence you'd be building an engine as far as the California Air Resource Board would be concerned, meaning you'd have to go through getting an approval from ARB for your new engine design. This will be extremely costly. Most often these types of "home" projects are reserved for off-road type vehicles; not necessarily truck type off road, but a vehicle which will not be operated on public roadways. See the CARB website for manufacturing and receiving approval for new engine designs if you are still interested in pursuing R & D for a new turbo design for your Ford Focus.
