1989 Honda Civic Wagon with d15b2 Failed Visuals?

I don't get it. I have a 1989 Honda Civic Wagon with a d15b2. I took a smog test and was failed because of the visual test? I was told by the smog tech that my header and catalytic converter were not legal or needed EO numbers? I have a stock OEM d16y8 header. I'm thinking maybe the tech got spooked cause of some small modifications I've done to the engine. Nothing to do with the emission parts. Just red plug wires and some upgraded vacuum lines. I also have an aftermarket air box and it has the EO printed on it, so I didn't have any problem there.

I'm not sure on CAT because it is aftermarket. I didn't know I was the one that had to provide these to the smog tech? I also didn't receive a smog test because his machine was broke or didn't want to print out? I have the number to the aftermarket catalytic converter. It seems to be a Magnaflow but I can't find any information on it.

You might be correct. The smog tech may have been a little too extra cautious while inspecting your Honda Civic wagon because of the slight engine modifications. In either case, you'll be needing to prove the header is stock, or try another smog station and see if you get the same results. If the header does not look original and has no EO number, a smog station will not pass it. As for the catalytic converter, the best place to check is on CA ARB's (air resources board) website using their aftermarket catalytic converter lookup table. You should be able to find all the specifications for the catalytic converter currently installed on your vehicle; assuming there on numbers on it. Find the CAT and match the engine class it was designed for. If you've got a match, take that print out with you to the smog station.
