Toyota Camry Engine Problem and CAT Monitor Not Ready

I failed the emission test for bad oxygen sensor. I had it repaired because it had a misfire. I fixed a vacuum leak and replaced two O2 sensors. I repaired an exhaust leak as well. My Camry is now failing because the CAT monitor is still not ready. The engine is still loping at idle and surging on harder acceleration. The check engine light is not on. What are the preconditions to check if the monitors are not activated after performing the Toyota Camry drive cycle procedure?

You'll want to fix the problems that are causing the irregular idle and engine hesitation before attempting to complete the drive cycle. We can say with 100% certainty that the catalyst monitor will not complete while your Toyota Camry's engine exhibits the conditions which you've described. We recommend finding out the cause of the engine idle problem (more than likely vacuum leak related) and repairing the fault. Your Camry's engine surge issue is probably related. Once the fault(s) are repaired and the computer system cleared of any pending or hard trouble codes, you may attempt to complete the drive cycle again.
