O2 Monitor Incomplete Counts As Smog Check Failure?

Does having an oxygen sensor monitor not setting count as an emissions related failure? The car in question is a 2000 Saturn LS1 2.2. I know it's not going to pass the smog test. Just making sure that an incomplete monitor counts as an emissions related failure. Thanks.

Yes, an incomplete emissions monitor or an emission monitor which is not READY and does not allow the vehicle to pass the smog inspection is considered to have caused a smog check failure and qualifies the vehicle as having failed the emissions test.
