Can You Smog a Car if the ECM has No Power or Ground?

Can you still smog check a car if the ECM has no power and no ground, or will it fail the inspection. This is for a 1999 vehicle. Thank you.
Answer:

Your vehicle will fail the smog inspection if the ECM (Engine Control Module) does not have proper ground or power. The ECM will not be able to communicate with the smog check machine without power and ground. The ECM, in fact, would not even be able to control the engine emission components. Your engine vehicle's engine would be running on strictly it's mechanical components; more then likely producing extremely high emissions.
