I have a 1986 Plymouth Reliant that failed it's bi-annual SMOG check and is a gross polluter.
The cost of repairs exceed the value of the car.

The BAR (Bureau of Automotive Repair) has not put out an official bulletin, but our sources tell us that funds are depleted, and the program will resume January, 2012. It's best to apply for the buy back program early during the year; and yes your Plymouth is eligible.
The process usually take 3-4 weeks. You'll receive an authorization letter, and drive your vehicle to a local dismantler. The dismantler will issue you a check after accepting your car.
