My car failed two out of three of smog test the emissions and the functional... EVAP test fail and the NO test failed. Answer:
No telling without a "hands-on-diagnosis". The high NOx can be due to a few different things, eg. vacuum leaks, lean air/fuel ratio, defective CAT... the list goes on. The same applies to the EVAP fault. Several faults could cause your Town and Country to fail the EVAP test as well. Your best bet is to hire a smog station with a decent hourly rate to cunduct a diagnosis.
Smog stations usually charge 2 hours worth of labor ($50-60 an hour) to diagnose smog test failures.
