Lexus LS400 Failed EVAP the smog check EVAP Test

My 1995 Lexus LS400 failed the smog inspection because the smog technician said there was a problem with my Lexus's EVAP system. According to the smog tech my failed the fuel EVAP test. I took it to my mechanic and he hooked it up to a smoke machine/pump to find any leaks. He specializes in Toyota and Lexus and I have been going there for years. My mechanic said he could not find any leaks. I took the car back to retest and it failed again. It seems that someones equipment is not calibrated or not functioning properly. My mechanic said his smoke pump is new. What do you suggest?

The LPFET test (also known as the EVAP Test) is conducted by a BAR approved Low Pressure Fuel Evaporative Test machine. A pressure line is attached to your car's gas filler neck. Your vehicle's EVAP system and gas tank will be pressurized 0.5-1.0 psi (14”-28” column of water) and measured for 2 minutes. The allowable drop is .40 psi. A greater then .40 psi drop indicates a leaking EVAP system. The LPFET machine will display a failure. The data will be entered into the smog machine, causing your vehicle (Lexus LS400) to fail the emissions inspection. In this specific case you have a few options. You can have a 2nd smog station conduct a smog check to see if your Lexus will pass there. You can contact the State's smog check referee's office and have them inspect your Lexus and if it fails, allow them to diagnose the problem. You can take your Lexus to a California certified (approved) smog check repair station for repair diagnosis, and finally, if you're confident the smog station in question did not perform the smog check properly you may contact the BAR and report the station.
