Does my Saturn have to be running to qualify for $1500 retirement?

I want to know the qualifications for turning in my car for $1500 to CAP. I own a 1996 Saturn SL2. Does the car have to be running? If it does not run can I tow it in?
Answer:

Vehicles are only eligible for the CAP retirement program (or the VRRRM Program) when they are running. Your 1996 Saturn SL2 will not be eligible for the CAP vehicle retirement program if it can not be driven to the dismantler using its own power. posted by SmogTips Support
