1998 Dodge Durango. 5.2L HHO generator

I want to install a fuel saving device to my vehicle. Its called an HHO generator. Im supposed to install an EFIE chip to my O² sensor to make the gas more lean, hence using less gas. Is this going to cause a problem at time of smoging my vehicle?
Answer:

Adding a HHO generator and fuel injection chip to your Dodge Durango's emissions system(s) will cause it to fail the California smog check. The only way to avoid a smog check failure is by receiving approval for the modification from the State Smog Check Referee's office. In most cases Referee Approvals are only given for engine changes from one size to another, or for upgrading a vehicle's engine to a later year. You may contact the State Referee's Office at (800) 622-7733.
