Does my 1977 Plymouth Volare need a TIC valve to pass the smog check? The TIC valve has never been installed on this car but it passed last time. This time the smog technician says unless it is installed I will fail the smog inspection.

According to our Cooling System diagram for your Plymouth Volare (same as Dodge) the TIC valve is needed in order to connect the CCEV Switch (Coolant Controlled Engine Vacuum Switch).
Your Plymouth's CCEV valve is used to control various emission systems, and must be installed in order to pass the California smog check.
