The "ABS" light stays on when vehicle is running, will it fail the smog check visual inspection like as if the "check engine" light would be on ?

Inspection of the ABS light is not part of the smog inspection process and its illumination will not cause a smog check failure. Unless your Chevy Suburban is deemed unsafe to drive by the smog technician because of the reason the ABS light is not, you should not have a problem having a smog check administered; and passing the smog check if all emissions systems are ok.
