I am adding smog testing to my new car dealership. I am not going to smog anything older than 2000 (that is when my brand entered the US). Do I still need a LPFET? Obviously they are expense and it will literally just collect dust between calibrations.

This question would be best answered by the Bureau of Automotive Repairs. Our understanding is that when the new 2000 and newer vehicle smog check program rolls out in 2014, a smog station will not need to purchase an EVAP machine nor a dynamometer if they intend to only smog check 2000 and newer vehicles.
Currently however a LPFET is required in order to start a smog check business, or run a smog check facility. You may contact the BAR at (800) 952-5210.
