It would be good to know which "trouble code" was triggered by your Jeep Rubicon's ECU while the check engine light was on. From your Jeep's emissions it appears it may be running slightly rich, which could be causing your Rubicon's high HC.
The diagnosis for this fault should begin with inspection of the fuel injection “feedback” system. This includes ensuring the oxygen sensor, along with other air/fuel metering sensors such as the mass air flow sensor and engine coolant temperature sensors, are working properly your vehicle's emissions computer is receiving the signals from these components, the computer is computing the data properly and sending the correct signals to the fuel injectors to either increase or decrease fuel delivery to the combustion chambers.
Typically high HC is due to defective ignition components. However with late model technology ignition components on vehicles now can last over 100,000 miles.
