1994 Buick LaSabre Failed Smog Check with New Catalytic Converter

I have 1994 Buick LaSabre with 3.8l v6. I have replaced the oxygen sensor, the EGR valve and the catalytic converter with a new Magniflow 36106. Why is my car still failing the smog check?
