I have a 1979 Chevy El Camino. The STAR smog technician told me that my car won't pass the smog test without a dipstick. Is this true?

As silly as this may sound, it is true. Your car's dipstick is considered to be part of the Positive Crank Ventilation system (PCV). A missing dipstick would allow crankcase fumes to escape into the atmosphere. The dipstick needs to be present and properly seal the dipstick orifice.
