Can a Non STAR Smog Check Station Inspect my Ford Expedition?

I own a 2002 Ford Expedition. My SUV requires a STAR certified smog check. My wife not knowing took it to a non-STAR certified smog station. The techinician still ran the smog test any ways and my truck failed. Is he allowed to still run the smog inspection knowing he is not STAR certified?

Answer:

The smog machine is linked to the BAR and is told electronically which vehicles it can inspect. When a smog station is not STAR certified the smog machine is set to reject STAR smog required vehicles. Unless this station smog tested under the "pre-test" setting either your Ford Expedition did not require a STAR smog check, or the station is a STAR certified station.
