Hello my Pontiac Grand Prix recently failed a smog check at a STAR station. I went back for a retest and was told I had to pay again. Is that a new law I am not aware of am that I am not entitled to a free retest? Thank you very much.

Smog stations in California are privately owned and set their own prices, including their smog check retest policy. Some smog stations offer free retests but many don't. The State also does not regulate the prices smog stations charge for the smog inspection, so it's best to price shop prior to picking a smog center.
