Does a 1987 Komfort motorhome S31 with Chevy 454 need a catalytic converter to pass the smog check in California?

According to the Motor Emissions Application Guide if this Komfort Motor home is equipped with a TBI fuel injection system it will require a catalytic converter to pass the California smog inspection; in fact a CAT should have been installed at the factory. If this 454 engine is carburated no catalytic converter is required. Simply attempting to register it in California does not force an RV's owner to modify any emission system. What was installed at the factory is all that is needed to pass the smog test.
