1981 Toyota Pickup Can Smog Test be Done Without Tailpipe Test?

My Toyota Pickup 4 x 4 didn't pass the smog check for the first time ever. I replaced the vacuum advance and distributor and took it in again. This time they didn't put the emission probe / sensor in the tailpipe and said that it failed the smog test again. I replaced the spark plugs and air filter. Again they tested it without the sensor in the tailpipe and said it was the Catalytic Converter. Is this possible to know?

It is not possible to conduct a complete smog inspection on a pre-2000 model year gasoline powered vehicle without a tailpipe exhaust sample. posted by SmogTips Support
