I have a 2004 Dodge Stratus that I thought I had already sold but the buyer brought the car back because it would not pass the smog test. I found out I maybe able to apply to retire the it.
The guy that was purchasing the car tried to put on another catalytic converter behind the old one and moved the oxygen sensor to try and make it pass the smog check. So for me to be able to retire the car it says your car can not have a tampered emission system. So my question is if I get the 2nd catalytic converter removed and the oxygen sensor put back to where it has to be will I be able to retire this Dodge Stratus then?

Three issues of concern here... the tampered emissions system, what part of the title transfer process is your Dodge Stratus in with the DMV, and has the current registration expired.
Once you return your Dodge's catalytic converter configuration to its original condition and re-position the oxygen sensor you'd have resolved the tamper problem (assuming this is all the buyer did to it). The question then becomes has he/she already started the registration process with the DMV. If the answer is yes, then the vehicle is no longer eligible for retirement. Similarly if due to wanting to sell this vehicle you let the registration lapse, once again it will not be eligible for retirement.
