I'm going to buy a 2003 Chevy Tahoe in Las Vegas NV. Is there anything smog parts or laws that I need to abide by in CA that are different in order to pass the smog check? Thank you for your time.

It's true, there is a difference with California legal and Federal (49-state) legal emission requirements. And, for the most part California is stricter. However, a used vehicle (such as in the case of this 2003 Chevy Tahoe) which has all the Federal required emission components, can pass the California smog check and be registered in California.
If this Chevy Tahoe is equipped with the necessary Federal Emission Components it is eligible for California registration as long as its exhaust emissions fall within California's emission cut scores (limits) and the vehicle's emission system has not been tampered with; in other words, smog parts have not been removed or altered.
