I just bought a 1992 Cadillac Sedan Deville from a private party and I need to get it registered here in California, however the seller says he does not have a smog certificate because the part of Arizona where he lived did not require a smog check.
When I go to register it will I be able to without any emission certificate? The vehicle was originally purchased in Carlsbad, CA but the previous owner moved to Arizona and had it registered there and claims that in the part of Arizona where he stayed there was no smog check requirement.

You will need to get a smog check done at a California smog station before you're able to register your Cadillac Deville; regardless of whether it needed a smog check in the state where it was previously registered. Simply visit a local smog test center, advise them you need a smog check for registration purposes and mention the Cadillac was previously registered out-of-state.
