Smog Station Said Idle Speed Too High

My smog repair place said that my car's idle speed was too high to pass smog the smog test. He said this without doing the actual smog test. Was it proper for the smog station to check idle speed without actually smog checking my vehicle?

Answer:

We're assuming the smog station did not charge you for a smog test. They could have started the smog check process (i.e. entered information into the smog machine... and so on) and let the smog machine not allow the smog inspection to proceed due to high idle; at which point the inspection would be terminated and you would have most likely had to pay the smog inspection fee. Technically this is what the smog station/technician should have done. Again, we're assuming, in the interest of customer service they performed otherwise.

If a vehicle's RPMs are not within testing range (usually 600-1000 rpms), the data will be recorded and the smog machine will not allow the smog test to continue.
