Dodge neon 2001 2L engine, all monitor are ready except the oxygen sensor heater monitor. Can I still take a smog test?

Your 2001 Dodge Neon can not pass the smog check if all monitors are not complete. As of mid-2015, 2000 and newer model year vehicles will need all emission monitors in READY or COMPLETE status, with the exception of the EVAP monitor, in order to pass the smog inspection. An incomplete O2 oxygen sensor sensor monitor will cause your Dodge Neon to fail the smog check.
