Who can pick up the tags?

I am borrowing my parents car, the registration is due. The car needed a smog so it done. Can I go to dmv and get the tags or do my parents have to go get them?
Answer:

A California DMV branch office will only issue registration documents to legal and registered vehicle owners. You can process a vehicle registration renewal by mail and have it sent to the registered owners address on file; they may then deliver it to you. Or you may choose to use a third-party online registration service and have the tags mailed where you want. You may also use the DMV online registration renewal system, however tags will be mailed in 4-6 weeks and only to the address on file with the DMV. posted by SmogTips Support
