At the DMV they told me that I have to do the smog test to finish the process of registration for my Volvo, but the vehicle has a mechanical problem that I have to fix first. If your Volvo's registration is currently expired, and you are not able to obtain registration because it will not pass a smog check, you may not legally drive it on California roadways. You may ask the DMV for a temporary operating permit which can allow you to drive your Volvo while you are getting it repaired. There may be a fee for the temporary permit and you should check with the DMV on it.
There is no time limit on when you must complete the paperwork by (how much time you have to get the vehicle to pass the smog check), but you can't complete the registration process until it passes the test.
