2005 Jeep Wrangler Not Ready For Smog Test
I have been dealing with this issue for over 8 months now. I own a 2005 Jeep Wrangler Rubicon with 64,000 miles on it that I bought from out of state 3 years ago. When I went to smog my vehicle this year, I was told that I had a exhaust leak and needed to replace the exhaust manifold. I replaced it; the manifold was fine but the down pipe was loose. Since I had the engine apart, I replaced the 2 o2 sensors then took it to test. It still showed the o2 sensor not ready and was told I needed to replace the other 2 o2 sensors after Cat because one of them must have been bad. It still had a faulty o2 sensor reading. I was told to drive the vehicle. 4 months later, still O2 sensor not being ready. I called the CARB and they mentioned TSB #25-005-13 Rev. A. I do not have a service engine light on. My mechanic says it doesn't apply. I'm at whits end and the dealership wants $169 to start looking for the problem but no answers.

The TSB you've indicated, #25-005-13 Rev A, should cover this issue. It applies to 2005-2006 Jeep Wranglers equipped with either a 2.4 or 4.0 liter engine. The problem is, more than likely, you're Jeep Wrangler has passed it emissions warranty period, and thus, the repair will be up to the current owner. We've attached a PDF of TSB 25-005-13 which is supposed to fix the I?M readiness problem your Wrangler is experiencing. Depending on your level of electrical expertise, you may be able to perform this repair at home. It's not a guaranteed fix in the sense that it is very possible there is another fault which is causing O2 emission monitor not to become "ready" or "complete", but you won't be able to tell until you perform the TSB. If the dealer you've visited seems to be unhelpful, check with either another Chrysler/Jeep dealer or even a proficient smog check repair shop.
A quick indication that your Jeep Wrangler's Emission Monitors are not ready for the smog test:
Turn the ignition key to the ON position, do not crank the engine, and monitor the Malfunction Indicator Lamp (MIL). The MIL should illuminate solid. After approx 15 seconds, if the MIL begins flashing for about 10 seconds and then returns to solid illumination, your Jeep Wrangler is not ready for the smog check; its emission monitors are not complete.
