1996 Chevy Cavaliar. Failed smog check II for all 3 emissions tests.

HC test. Meas 180 and 133. CO% test. Meas .75 and .80. NO test. Meas 1722 and 2346. Passed the visual inspection/functional test. All 3 tests are circled for both 15 mph and 25 mph. The first set of numbers (15 mph) result is FAIL. The second set of numbers (25 mph) result is GROSS POLLUTER. We also noticed that the rpm from from the same car a year apart on a test that it passed are different. Is this possible? I thought the rpms would be the same.

Less then one hundred rpm difference would have very little effect on your vehicle's emissions results. The variables for the different RPMs range from BAR requirements, vehicle testing state, technician testing method... But ultimately your vehicle should not pollute specially with those high numbers at any RPM.
