If your Toyota Tacoma only has one incomplete monitor it can pass the smog
check. However in this specific case since the incomplete monitor is the
Catalyst monitor it can only pass the smog check if the monitor is
incomplete for a reason other then a previous emissions problem having to do
with the Catalytic Converter's efficiency. In other words, if your Toyota
Tacoma was recently repaired for an emissions fault dealing with the CAT
such as a Catalytic Converter efficiency trouble code, then no, your Toyota
must complete the readiness test cycle and set the Catalyst monitor "on"
before your Tacoma can pass the smog test.
