It is normal for your Jeep's dashboard lights (including the Check Engine or Service Engine Soon light) to be illuminated while the key is in the ignition ON position. Once the engine is started, the lights must turn off. In fact if the Check Engine or Service Engine Soon lights are not ON while the key is in the ignition ON position, your Jeep Cherokee would fail the smog check. The smog technician needs to make sure the light bulb for the Check Engine light works, but also needs to make sure that the light turns off when the engine is running.
