I want to buy a car & put a new engine in it, is smog check still needed for title transfer?

I am planning on putting a GM EROD LS3 engine (EO # D-126-30) in a 1987 Corvette. I was going to do this with my car, but have found a nearly identical Vette for sale in slightly better condition and with upgraded differential and brakes (important for the horsepower increase). If I buy this other Vette is there some way to waive or delay the required smog check until after the engine change? The EROD kit contains all required polution control components---CATs, computer, evaporative emissions canister, etc. I will have to go through a BAR referee inspection after the engine change. To justify buying it I will have to offer a low price representing the parts value & would like to save the seller the smog check expense if possible. It should pass, but you never know with an older car and even minor repairs can get expensive.
Answer:

A smog check will be needed for the title transfer to be complete. You'll receive "half-way" papers from the DMV in the interm; basicly a piece of paper showing the vehicle now belongs to you, but not an authority to drive the vehicle on pulic roadways. You may be able to obtain "Temporary Tags" (up to 3 months) while you drive your Corvette to and from the repair shop(s) if you explain the smog check situation to the DMV agent. There is currently a $50.00 fee for receiving temporary tags.
