2001 Ford Focus, 40,000 failed test. Tech said due to new battery. Said drive 100 MI and return. Did it. failed again. Said drive 30 more miles. What's up. Time's running out. Thank you

Assuming the Check Engine Light or MIL is not illuminated, the only thing holding your Ford Focus from passing the smog check are the "emission monitors".
Your smog technician is correct. You will need to drive your Focus for at least 1 week. We recommend 200-300 miles; and in all sorts of traffic conditions... over the course of several days.
The vehicle needs to driven, parked for at least 1 hour. Driven again in street traffic, as well as the freeway at speeds above 45 miles per hour.
Usually this driving pattern will set all the required emission monitors (also known as Readiness Flags).
