Saab 1993 9000 CSE - Do I have to fail the smog check to apply for vehicle retirement?

I am curious if my vehicle needs to have a failed smog test to sell to the retired buy back program
Answer:

CAP vehicle retirement program is now accepting vehicles for any reason and at anytime. Your 1993 Saab doesn't need to fail a smog check in order to be eligible. posted by SmogTips Support
