Mercedes 280E, Smog test aborted due to RPM Too High

I just attempted a smog test today with my 1981 Mercedes 280E. Recent tune up, etc. Test was aborted due to High RPM. What should I look at adjusting or repairing, and possibly how much that would cost.
Answer:

Assuming the idle air mixture screw is set correctly (located on the throttle body), you should check for vacuum leaks. If you had the tune-up done at a mechanic shop we'd recommend returning to them to have this corrected. Setting idle should not be an expensive repair, unless it requires the replacement of engine components (which it usually does not).
