I have a 1994 Mercury Tracer Wagon in working condition and has been continuously registered and insured for the past 5 plus years. So far it has no smog check problems and has passed previous smog tests for registration requirements. It is currently registered. Can I submit an application for it to be retired and considered for $1000 cash back? Also, if approved, can I get my tires back at the CAP-approved dismantler? Answer:
California vehicle owners are eligible to apply for the CAP Vehicle Buy Back Program any time they'd like and for any reason, regardless of their vehicle's smog check pass or fail status. As far as getting back you tires (or rims), that we are not sure of. Your best bet would be to contact the local CAP approved dismantler you plan on taking your Mercury to and speaking with them directly.
