Will my 1990 Honda Civic pass smog with the Check Engine Light on in California?

I have a 1990 Honda Civic that I need to smog at a test only station in CA. The check engine light goes on when I drive about 5 - 6 blocks. The Honda service station says that it is due to either the Speedometer or the ECU. They are trying to figure it out, but are having a hard time with it. When they have it on their lift it doesn't go off, but when driven on the street it does. My question is, will it pass smog with this type of problem causing the light to go off? I need to register this soon and don't want my registration to expire.
Answer:

Your Honda Civic will fail the functional portion of the smog test if the light turns on while the car is at the smog station. Failing the functional portion of the smog check means your vehicle will fail the smog inspection overall.
