I want to retire my Honda Accord. Will it be eligible?

I own a 1991 Honda Accord LX. My car needs to be smog checked but I am sure it will fail due to the check engine light being on. The other problem is the ignition switch went out so I am not able to take it to a smog station. I would like to take advantage of the vehicle retirement program. I am unemployed and have very little cash to work with. The repairs to my car would be too expensive for me to handle. Would my vehicle be eligible for the retirement program?
Answer:

One of the CAP Vehicle Retirement Program's requirement is that in order for a vehicle to be eligible for the program it must be able to be driven, which means it needs to start and run. In this case it is our assumption that your 1991 Honda Accord will not be eligible for the program until it can be started.
