1998 toyota tacoma ...I failed the emission test three times already I've done just about everything. What else can I do?

I went out of town for 9 months,and my truck was just sitting here ...Even the battery was dead...I've changed the oil and filter, spark plugs and wire...Never had this problem before..Need Help..
