I own a 1977 Oldsmobile Cutlass that wont pass smog.

I was told by a friend that I can pay a one time fee of $1000 to the State of California, and I wont have to smog my car anymore. Is this true, and who do I contact?
Answer:

It's actually the other way around... California will pay YOU $1000 for your Oldsmobile and you will not have to smog it anymore; because they will buy your car from you and dismantle it. It's called the vehicle buy back program. Eligible California vehicle owners can retire their smog check failing vehicles to the state for $1000.00 paid by a local junk yard or dismantler which is contracted with the State's CAP program. The buy back program is available to a vehicle's owner only during the vehicle's biennial smog check inspection, and when the vehicle has been registered to the owner for at least two years. This probably not the program you were looking for. Unfortunately it's the only way to not have to smog check your Oldsmobile Cutlass.
