Out-of-State Jeep Cherokee not passing CA emission test

I have a 1981 Jeep Cherokee and it will not pass the California smog check. I just bought this Jeep Cherokee from Nevada and the guy I bought it from said it would pass the CA smog check. It passed the emissions part of the smog inspection but it won't pass the visual. I cannot get in touch with the guy I bought it from because he moved. Now I am out $2000 dollars and am seriously upset. I live in a smog exempt county but since it's from out of state I have to get a smog test done. What do I do now? Thanks.

To put your mind at ease just a little bit... the reason your Jeep Cherokee is not passing the visual portion of the smog inspection is not because it is an out-of-state vehicle. California allows out of state used-vehicle registration as long as the vehicle has not had its 49-state (Federal) emissions control equipment tampered with. In other words, no additional smog parts need to be added to an out-of-state vehicle in order to register it here. In this specific case it appears your Jeep Cherokee has a tampered and/or defective emissions component(s) which needs to be diagnosed and repaired.
