Failed ASM emission Test M2 at 25mph 2 times. 1990 Dodge Ram Van B250

I have a 1990 Dodge Ram Van B250 with a 316 motor and a 5.2 liter engine. It has 8 cylinders with automatic transmission. The van failed the M2 emissions test 2 times at 25mph. We did a complete oil change including filter, a new air filter, spark plugs. We used a carburator cleaner as well. We put a nuew vacuum hose from the speed sending unit. The van failed at the HC/PPM area only. everything else passed. What can we do to make the vehicle pass smog?

We recommend also taking a look at your van's CO emissions. This will tell you if the high HC fault is being caused due to a lean or rich fuel mixture. If the CO check out ok, and your Dodge is found to be in proper fuel control, we'd next suggest checking to see the smog pump is operating properly. The end all component to suspect would be the Catalytic Converter (or the CAT).
