2006 SAAB 9-5 failed smog because of Direct Ignition Cassette

local dealership has no idea about the California 7/70 "high-cost emission-related parts" warranty aspect and as such cant give me a list of items covered. instead they want to charge me for diagnosis, parts and installation. surprisingly it has been extremely hard to find any information about this online! First time I called CARB, they said there should be a list of items covered in the back of the car manual, which isnt the case. Second time they told me the manufacturer will have to provide me with the list. and they in turn have NO IDEA what I am talking about. this leads me to believe MANY are being charged for parts and services that should be covered under warranty. how should I pursue this issue? thank you in advance for any advice. I need to pass the smog check very soon as my tags will expire.
Answer:

Vehicles do in fact have federal emissions warranty and your dealership's service writer should be able to explain what is covered to you. We'd recommend asking to speak with a service department manager. The Federal Emissions Warranty covers emissions related component repairs for vehicles up to 8 years old or up to 80,000 miles, whichever comes first. The majority of emission components however are covered under the Federal Emission Warranty, during a vehicle's first 2 years or 24,000 miles. The Federal Emissions Warranty offers both a Performance Warranty and a Design and Defect warranty. In regard to the Direct Ignition Cassette, our sources indicate it is not covered under the Federal 8 years or 80,000 miles emissions warranty, however we strongly urge you verify this with your SAAB dealership. If you receive no response from your local SAAB dealer consider contacting corporate.
