Does a used 1991 Honda Civic need a smog check?

I was thinking about purchasing a 1991 Honda Civic. The owner claims that the car is a "classic" and therefore doesn't need to pass a smog check upon change of ownership. This doesn't sound correct.. Can I get verification?

Answer:

All 1976 and newer cars need a passing smog check upon change of ownership. So yes, this Honda will need a smog certificate when you go to the DMV to transfer it to your name. The DMV will transfer the Honda to your name but will not complete the registration process until a passing smog check certificate is provided. posted by SmogTips Support
