1988 Toyota Camry Smog Check Emissions Cutscore

I have my 1988 Toyota Camry last tested in February 2011. I noticed the smog emissions was lowered. I am due to have my smog test done in February 2013. Can you tell me if the smog emissions have changed since I last had my car smog checked in February 2011. If possible do you have what the current smog emissions are for car now? What is the maximum allowed exhaust emissions for my Toyota Camry? If my car fails smog emissions, can I financial assistance? If I can get financial assistance, will it depend on my income?
