1981 Jeep CJ7 No Power Getting to ECU

My Jeep CJ7 has a power problem. For some reason there is no power to ECU. I've read that it's supposed to be 2 red wires. One wire is hot at all times and one wire is only hot when the ignition is on. In my case I have no power period. I tried jumper wire but still doesn't have power. I bought this Jeep CJ7 seven years ago but it always had problems with passing the emissions test. Recently I rebuilt the engine and replaced ECM and the ECM chip.

Answer:

Are you making sure you are getting "ground" at the ECU? There is no reason the ECU should not fire up once direct current is applied to it unless you've got power but no ground; or your have a defective computer.
