2002 Acura RSX catalytic converter CAP question

Hi, I know there is the CAP program that helps pay up to $500 in repair costs if you fail the smog test and qualify. My question is, does the possible $500 go towards labor costs specifically? Or does it go towards the total cost of the part and labor? I was told I needed a new catalytic converter, and the part is expensive ($1200) but the labor would be inexpensive (~$100). Thank you for your time.
Answer:

The CAP $500.00 would be applied to the parts and labor of repairing your Acura RSX's catalytic converter. In this specific case (if you qualify) the State would pay $500.00 to a CAP (STAR Test & Repair) station on your behalf and you would pay the remainder. If you are low-income you may qualify for a one-time two year smog check exemption, however you must have your 2002 Acura re-inspected by a smog check referee in order to begin the exemption process. You can contact the State Smog Check Referees Office by calling (800) 622-7733.

Our personal opinion regarding this matter would suggest you make absolute certain your Acura's CAT is defective. It is uncommon for a vehicle's CAT to become damaged without an underlying problem.

Please ensure your Acura RSX does not have other defective emission or engine components prior to replacing the CAT. In fact CAP will not authorize CAT replacement payment until the CAP station which will be performing the CAT replacement conducts a VERY thorough smog failure diagnosis first.
