EVAP tester needed for new dealer?

I am adding smog testing to my new car dealership. I am not going to smog anything older than 2000 (that is when my brand entered the US). Do I still need a LPFET? Obviously they are expense and it will literally just collect dust between calibrations. Thanks,
Answer:

This question would be best answered by the Bureau of Automotive Repairs. Our understanding is that when the new 2000 and newer vehicle smog check program rolls out in 2014, a smog station will not need to purchase an EVAP machine nor a dynamometer if they intend to only smog check 2000 and newer vehicles.

Currently however a LPFET is required in order to start a smog check business, or run a smog check facility. You may contact the BAR at (800) 952-5210.
